Dental Chas and Flexi Medisave

As per MOH Finance Circular No. 40/2025 

From 1 Sep 2026, CHAS Dental Clinics will be required to submit clinical justifications for CHAS claims that exceed the fee benchmarks. The purpose of this is for MOH to understand the reasons why clinics’ charges exceed the dental fee benchmarks.

 If no clinical justification is given, clinics will either not be able to submit their claim, or will have their claim rejected.

 For claims with submitted justifications, MOH may require some time to review them, but these claims will be eventually approved.

CHAS Dental Clinics that frequently charge above the fee benchmarks will receive annual reminders that they have a higher number of CHAS claims above the fee benchmarks as compared to other CHAS Dental Clinics.

 

 

 

Removal of Episode Tracking and Episode Caps for Dental Treatments under Flexi-MSV from 1 Sep 2026

For dental claims submitted on or after 1 Sep 2026

  1. Following a review of the approach for dental claims under Flexi-MSV, MOH has decided to remove the requirement to track permanent crown and root canal treatment episodes, as well as the associated episode caps. The corresponding system changes will be implemented on 1 Sep 2026.

 

  1. Accordingly, claims submitted on or after 1 Sep 2026 will no longer be subject to episode tracking and episode caps, regardless of the visit date. This includes claims relating to visits between 1 Jun and 31 Aug 2026.

 

  1. For dental procedures involving multiple visits, MIs may submit a claim with the relevant charge code(s) for each visit and are no longer required to track permanent crown and root canal treatment episodes. MIs may also continue to submit multiple dental charge codes (FD0001 to FD0004) within a single claim to reflect different dental procedures provided during the same visit. Examples are set out in Table 1.

  1. In line with this change, from 1 Sep 2026, NPHC will no longer require or validate the “Number of Treatment” field for dental charge codes FD0001 to FD0004. MIs will no longer be required to populate this field and may continue to submit values if desired, though any submitted value will not be validated by NPHC.
